Klamath Falls Basketball Officials Association
The organization shall be known as the “KLAMATH FALLS BASKETBALL OFFICIALS ASSOCIATION” (KFBOA).
The Objectives and the Purpose of the Association shall be:
Membership shall consist of Regular, Probationary, Honorary and Inactive Members. Regardless of the status of the individual’s registration with OSAA or KFBOA, Membership in the Association is not granted until approved by the Commissioner.
A member shall be considered in good standing when he/she remains active in the Association, complies with the Association’s Constitution and operating rules, has paid any applicable dues and fees, regularly attends the Association’s meetings, and has abided by the ethical standards of the Association and the Codes of Ethics referred to in Article I, Section 2, Subsection (7).
Regular Members and Probationary Members in good standing shall be entitled to vote at any election or upon any matter of general Association business submitted to vote by the Association’s Membership, except that the Executive Committee may establish specific criteria as recommended by bona fide committees that limits voting eligibility for specific and non-general matters, e.g., classification committee, tournament selection committee, etc.
The Association’s Executive Committee shall be made up of the Commissioner, Secretary/Treasurer, President, Past-President, four at-large positions, and a non-voting new member position. Together as the Executive Committee, these delegates are responsible for the orderly operation of the Association.
No person shall be eligible to hold any office or executive committee position unless at the time of the election or appointment is a Regular or Honorary Member in good standing, except that a probationary member is eligible to hold the position of new member. No person may hold more than one office at the same time, or an office and/or a position as a member at large of the Executive Committee. An Executive Committee member must resign his/her current position immediately upon the election or appointment to a new position.
The President shall preside at all regular meetings of the Association and Executive Committee. The President shall be responsible for the success of the organization and see that all business is discharged in accordance with the Constitution, Bylaws and the operating rules of the KFBOA. The President shall vote on all matters along with the voting members of the Executive Committee.
The Past President shall assist the newly elected President with a transition to his/her newly elected position. The Past President shall be a voting member of the Executive Committee.
Election of members to the Executive Committee shall be held no later than the last regular business meeting of the current basketball season, or at such other regular business meeting of the Association as designated by the Executive Committee.
All nominations shall be made from the floor of the KFBOA or they may be made via an electronic process as prescribed by the Executive Committee. All nominations must be submitted prior to the election date. Those members in good standing within the Association may submit nominations.
Ballots shall be prepared and tallied by the Commissioner after the voting process. A plurality of the votes cast for each position shall be required for election to that position. In the case of a tie, the Commissioner shall select the winner by lot, unless the election is for the position of Commissioner, in which case the President shall select a winner by lot.
Officers and other members of the Executive Committee not regularly attending meetings of the Association or of the Committee, or otherwise neglecting their duties or displaying conduct unbecoming an Executive Committee member may be removed from office by majority vote of the other members of the Executive Committee.
The affected member may appeal the decision of the Executive Committee to remove them from the Executive Committee to the general Membership.
Executive committee positions that become vacant during a term, either during that assigned season or off season will be filled temporarily by an appointee selected by the Executive Committee. Those positions will be voted upon during the next regular business meeting of the Association, determined by the Executive Committee. Those positions filled at the regular business meeting of the Association will serve out the remaining term of that position being filled.
Any conduct detrimental to the best interest of the KFBOA may be grounds for discipline. The Executive Committee shall investigate, review and pass judgment upon any complaints made against a member which has been submitted in writing or has been initiated by a member of the Executive Committee. The member shall be
Notified by writing and shall be given an opportunity to appear before the Executive Committee prior to making a final determination. The Executive Committee shall make appropriate disposition of the case; in connection therewith it may dismiss the case or reprimand, suspend, expel or otherwise discipline the member as warranted by the facts.
Any conduct detrimental to the best interest of the KFBOA may be grounds for expulsion. No member expelled from the Association shall be reinstated to Membership during the year in which that member was expelled. An application for Membership initiated in any subsequent year shall be considered and acted upon by the Executive Committee.
Any decisions made by the executive Committee pursuant to Article VI are final. Members may appeal to the Executive Committee any decisions made pursuant to ArticleVI, Section 4. An appeal may be made by contacting a board member in writing within 15 days of the original decision to outline the grounds for the appeal.

1) Failure to make contact either verbally or through e-mail with partner. Referee (crew chief) is responsible for making initial contact but both referees are responsible for communication. |
Penalty: $5.00 fine and one strike. If either official fails to make contact with his/her partner or only one official shows up, both officials will be penalized. |
2) NO SHOW NO SHOW IS DEFINED AS FAILURE TO ARRIVE AT ASSIGNED GAME SITE. |
Penalty: Three game penalty working @ half pay. Official must follow with written explanation for missing game. |
3) ALCOHOL and or DRUG use. Officials must display professional manner by abstaining from consuming alcoholic beverage or illegal drugs prior to assigned contest |
Penalty: If substantiated-Immediate suspension/hearing before EXECUTIVE COMMITTEE and will determine the Penalty depending on the severity of the situation up to and including termination from Association. |
4) LATE ARRIVAL FAILURE to arrive at game site: JR HIGH thru SOPH: 15 minutes prior to game time. JV thru VARSITY 45 minutes prior to game time unless evaluating. |
Penalty: One strike per incident. |
5) UNAPPROVED UNIFORM Official must wear ASSOCIATION approved V neck shirt, patch, KFBOA jacket, black pants and black shoes and socks. |
Penalty: One strike per incident. |
6) Conduct Violations: During contests: Fighting, arguing, using profanity, baiting players, parents-game staff and or partners, leaving a game early or any other unprofessional behavior which reflects poorly on the KFBOA. All conduct violations will be investigated by the EXECUTIVE COMMITTEE and must be found to have merit before imposing any penalty. |

7) Conduct Violations, Unprofessional Behavior: Any behavior which reflects poorly on the KFBOA, which also includes inappropriate contact with athletic administrators, coaches (nomination process) players and parents. All conduct violations will be investigated by the EXECUTIVE COMMITTEE and must be found to have merit before imposing any penalty.

The annual dues of each member shall be determined by the Executive Committee. During the course of the year, the Executive Committee may levy additional assessments to each member if deemed necessary. These dues shall be used for OAOA individual OAOA dues, Association-related training materials, printing/advertising costs, tournament/playoff hospitality, and other uses deemed by the Executive Committee to be of common benefit to the members of the Association.
KFBOA shall be governed pursuant to the Constitution and Bylaws set forth herein. The Executive Committee shall have authority to rule on matters not specifically covered in the Constitution and Bylaws. Where there are conflicts between these Constitution & Bylaws and OSAA governing documents, the OSAA governing documents shall take precedence.
